Build it Here, Donate it There: UK-Ukraine Defence Production Proposed

We believe UK Government should support a joint UK-Ukraine production hub on British soil. The products would be immediately donated to Ukraine, with a small fraction held back for UK Armed Forces.

The UK Government donates over £3 billion a year to Ukraine. We propose some of that is spent on UK soil to manufacture hardware immediately donated in kind.

This would be a public-private initiative, mobilising private capital investment, creating defence jobs, and modernising our force – while supporting the fight in Ukraine. Ukrainian participation, if supported by Kyiv, would ensure the production hub has access to current innovation and battlefield requirements.

We have been approached by multiple different groups working on this concept already, but not connected to each other. We aim to convene these efforts, bringing together evidence and actors from interested parties, in order to present a strong case to Government.

The All-Party Parliamentary Group on Defence Technology seeks to promote understanding of, and engagement with, the UK’s defence technology sector. The group will provide a forum for parliamentarians, industry leaders, and other stakeholders to explore developments in defence technology, assess its impact on national security, and address policy challenges. The APPG will also foster collaboration between the parliament and the defence industry to support innovation, research, and the growth of emerging defence technologies in the UK, ensuring the sector continues to enhance the UK’s defence capabilities.
